In the Eye of the beholder

I've got an AA&T head, and was wondering what you guys do to clean out the Eye. I wire brushed it by hand but there are still some cake in there. Is surface rust "ok" in there, letting BLO take care of it, or go at it till it is spotless?

'Out of sight and out of mind' is my opinion. But you don't want non-metallic crud left in there that interferes with installation and proper fit of a new handle. I don't recall ever fussing over the insides of an axe head once it was clean down to the bare metal. Not likely the factory ever paid much attention to that part either unless flash and burrs made a shambles of installation of the handle. In which case the quality inspector probably got raked over the coals.
But I do have to ask: what's an AA&T head? I'm a Canuck and so far not familiar with that brand.
I was at Home Depot the other day and noticed the line of axes and mauls they carry are now 'made in India'. And the Home Hardware line of Garant (which used to be a good name up this way) axes is now 'made in s America or Mexico'.
