inexpensive purchase to practice restoration on

I picked up this Colonial fixed blade pretty cheap on the bay with the intention of practicing with my #600, #800, #1000, #1500 sandpaper before I tackle anything nicer. These pics are lifted from the bay because I'm still waiting on the USPS to come through with delivery. The more I look at these pics, the more the guard and pommel look like they may be chromed rather than SS. At the very least, they appear to be a different material than the blade. Can anybody tell me anything more about this knife? When it arrives I can get some better pics. Thanks in advance.

Colonial was located in the great state of Rhode Island. Providence is the capital of Rhode Island. My father carried a Colonial whittler or stockman. The area was awash in jewelry factories and machine shops, so there were a lot of skilled craftsmen in the neighborhood. They made some good knives in that factory.

You might want to find another practice dummy, because the Colonial might be worth cleaning up and using!
 
The handle pieces on the knife are hollow, and chrome plated. They are best left alone.
