Hello Dennis,
I have spent some time fussing with such things. You will remember where.

If you are looking for something that blocks the warmth of a warm object from showing on an IR sensor, I can think of two options.

- Any free standing tarp will block IR. You can rig a tarp so as to hang from a line so that it is the same temp as the air and it will block the IR signature of your body. But if it is in contact with your body, it will warm up and emit IR.

- I think those aluminized heat reflecting blankets could be used to reduce IR emission, though probably not totally eliminate it. Put the silver reflecting part on the outside. Materials that reflect IR do not emit IR. It's a physics thing.

While there are some pigmented (colored) materials that do not emit as much IR as normal dark colors, I doubt that any are commercially available as a tarp or poncho.
 
As mentioned, anything you're touching will heat up so it's hard to find something
that will work for any extended period of time even if it will block out IR to begin with.

Any way, the dogs will find you even if the ghetto bird dosn't ;)

after vietnam war machine guns & m29 gernades were out there
security has really tightened up now have'nt gotten any leads
of course my street info is more scarce

Remember that I.R., infrared, these are just fancy technical terms for heat. Your body is usually hotter than the surrounding environment and so it shows up on a thermal image. Anything which reduces that heat or insulates it or blocks it from the sensor will hide you in the infrared domain. A standard plastic tarp will become the temperature of the ambient envirnoment very quickly. If you stand more than a few inches behind it, the heat radiated from your body will dissipate behind the tarp without heating the tarp.
 
If i remember, glass is supposed to do a pretty good job... remember discussing glass = need night vision and smoke = need IR... though I may remember these conversations incorrectly, they were with people who knew this stuff.

In terms of mobile stuff, it's difficult, especially considering that lowering your signature while on the move means keeping all that heat with you, which would make moving long distances somewhat impractical unless you ended up cooling yourself, which again, runs into the problem that it will run out of effect/fall off (like mud) over long distances. If I remember, the guys who go through a particular kind of 3 week course in both Washington and eastern North Carolina while being hunted by guys with IR, they pick a place, conceal and hide themselves rather than actively attempting to escape while hiding their thermal signature.

Actually, dennis. If you are looking to hide in a cave, Central Texas has hundreds of miles of caverns.
