Info On This Sharpening Steel

It is supposed to be a knife sharpener according to the auctioneer I got it from the other day. The person that had it I assume is no longer with us and they had a ton of knives, swords, parts, etc... There were lots of WWll medals, coins from Germany and Japan. I am leaning towards this sharpener being Japanese because of the shape for some reason. Just thought it was really cool and not many bids, so I picked it up for 4 bucks. I ran one of my custom blades over it a few times, but I couldn't tell you it worked all that great. Maybe someone will pop up with an answer as to what the coincidentally (my name) Sam Hall it is.
