Who can do custom G10 scales and backspacer for a Benchmade 710? I've never modified a production knife or had one done for me.

Two guys that come to mind right away are Chase Axinn at Chaxknives.com and Trimcut (Matt). They both do scales. STR is a third excellent knife mechanic, but if you want G10, I don't think he works with that.

You can change out the spacers yourself for very little expense.

Is Chase still doing it? His website hasn't been updated in over 2 years.

Yeah, Chase is definitely still in business. I just got a BM 721 back from him and I'm sending him a 14210 for scales this week. He has a new web site. It's Chaxknives.net. The old .com is still up w/ pix of past work, but I don't think he updates it anymore.
