Is 1084 Ruined if it gets quenched at bright orange?

Sorry guys and gals. I'm sure this has been asked and answered, but I didn't find it. I posted previously about some issues I having getting 1084 to harden. Total newbie. My first quench was after 2 normalizing at orangish color. I quenched at that color. Steel did not get hard. Repeated process but heated to reddish orange for normalizing and quenched slightly above non magnetism. Still not hard. Today I tried it again going red/ orange and it's still not hard. Testing on a drill press with 3/16" bit. Easily goes deep into my knife, but won't begin to drill/bit into a file. I'm at a loss and perhaps I've ruined the steel. Any solutions or confirmation is appreciated. Thanks.
 
1084 is generally easy to harden, that's why it's recommended as a "beginner" steel. If you couldn't get it to harden then you probably have some bad steel.
Get some from another source and try again.
Try Alpha Knife Supply, they've also got some other "easy" steels so give them a call on the phone (gasp! Direct human interaction gets results!) and they'll be able to hook you up with supplies that match your shop's capabilities.
Also complain to the folks you got it from and make them give you your money back
