Is a knife in a bag considered concealed?

I'm under 21 years old, and live in Alaska. We have very lenient knife regs here, but there is one law that I am having trouble discerning. "It is illegal for people under 21 years of age to carry a concealed knife that is not a pocket knife."
I have a large bowie which I use as a survival knife. I was wondering that if carrying it in my bag would be considered a concealed weapon, and if it were, then how to make it legal without simply slapping the entire knife onto my belt for all the world to see.

IANAL, but as I understand it, "Concealed" requires both accessible and not apparent. So a blade in a backpack that you're wearing is not concealed as it requires you to take off the pack and dig through it so it is not accessible. But, under a shirt or jacket is concealed as it's both readily accessible and not apparent. On the belt, in full view, is not concealed Caveat Emptor, I don't know how a CCW pack like a MaxP Gearslinger fit into this as they're designed for both concealment and rapid access.

The definition of concealed has two meanings. One is what the law defines it as, and the other is whatever the officer on duty says it means. Whichever interpretation a judge agrees with is a toss up.
