Is Emerson shoulder rig legal?

I looked at the emerson vidio showing use of his shoulder rig, which can hold the knife in an open or closed condition. Is there something in 12020CPC that states you can not carry a folder with the blade locked open and concealed?
 
Many places calls a knife locked in an open position a "dirk". So basically, it is considered a fixed blade in that position. Don't know where you live, so I can't really give you further details. Here in California, you can only carry a fixed blade in plain site on your waist.

Per court rulings, you may carry a fixed blade anywhere on your person so long as it is in plain view. The "carry on the belt" phrasing in CPC12020 is just one example of what would not be concealed, however, it is not the only way.

As to the original question. Yes per CPC12020 it is illegal to carry any locking folder concealed if the blade is in the open and locked position. One caveat however, this only applies to knives that would meet the standards for "dirk and dagger" (ie being capable of ready use as a stabbing weapon capable of great bodily injury). So for example, a folding Razel (no point) would be legal to carry concealed open and locked because it does not meet the standards for "dirk and dagger" as laid out in CA standard legal diffenitions.
 
So, it looks like I will not be able to carry my T-2 open and locked concealed
on my person. I may as well just carry my small blade pukka in plaind view.
Of course it would be just as fast to carry my waved emerson in the rf pocket. Anyway thanks for the response, even though I didn't find a loop hole in the california penal code.
