Is hole in axe sometimes tapered?

Hi,
My axe has a slightly tapered hole. Should the larger opening be on top (sliding handle in from smaller end) so the head would be held in better? Is this possibly just a defect or is it common?

Tapered is common, with the bigger opening at the top, so that the wedging will keep the head in place.
