Is it formal for a brand new liner lock folder if liner is close to middle ?

Is it normal for a brand new liner lock folder if liner is close to middle, or even more close to right when it opens?

I'd say your knife is fine. There's still plenty of room for the liner to travel. If the lockup is still solid, there's nothing to worry about.
 
They intentionally do this to provide for wear. If you notice the back of the tang us usually beveled at an angle to allow for the liner to travel towards the opposite scale without introducing vertical play as it wears down.
 
Maybe the photo is unclear or my eyes are not as good as they used to be. The bevel on the back of the blade looks too shallow. The locking bar seems to have a very small contact point. With those two things together, I'd worry about premature wear, although you have a good lock up right now.

My eyes too. It looked a little odd to me, but thought it might just be the angle of the photo.
The OPs comment "or even more close to right when it opens" is a bit troubling too.

Angle of engagement is dependent on length of the lock bar. There isn't really a set angle that works for everything. Short lock bars need a fairly steep radius, longer lock bars need much less of a radius. Without seeing the whole knife you can't really tell if that blade tang is too steep, or not steep enough.
