Is it safe to say that no two scales are exactly alike?

No matter what material is used for the knife, is it safe to say that no two scales are exactly alike on a knife?
 
I'm not certain that I understand the question.

If you are asking if scales are interchangeable between knives of the same model, they can be. And they always are for mass produced knives with plastic scales such as a Buck 301.

If you are asking if the scales are interchangeable between different models, I'd say, "Possible, but not likely."
 
I think he means the 2 sides of a knife handle like in wood or stag the pattern/grain will often differ.
If so.. not often, but it is easier to get matching scales with wood than with stag.
 
As to appearance, I'd say no two scales (covers) are the same especially when it comes to bone, stag, or other natural materials. Even two covers from the same piece of say an ebony wood slab will have a difference from mark side to pile side as to grain, color, etc..
