..for people to move and live there?
Or, is the cost of living simply much higher than the lower 48?

I guess if you consider the Permanent Fund Dividend you could say that, but app. $1,000 a year isn't a helluva lot of real incentive.

Cost of living here ican be quite a bit more than most places, but not too atrocious. higher wages here help compensate for that a bit too. (Last I recall minimum wage here was about $7.50)
 
How does let's say Anchorage compare with Los Angeles or NYC in terms of cost? Housing? Food?

Are certain items cheaper than in the lower 48, or is everything more expensive? Give me some rough idea..

Cigarettes are reaching $7 a pack soon and everything is pretty much same way. Expensive to live here, financial income isn't that good and winters suck.

As for the PFD... $900 ain't much incentive to live here through 8 months of winter IMO

Igloos are cheaper to construct and easier to maintain in Barrow than say Los Angeles...... :D

Our economy is booming and our cost of living is lower than much of the lower 48.We own in a 2000 sq foot home with a large shop and it is assessed at $190,000. Milk is 3.50 a gallon,cheap bread is 1.25 a loaf and bananas are .89 a pound.
The biggest problem I have with Alaska is the cost of the toys to fully enjoy it.you need a snow machine,a four wheeler and at least three different types of boats.I have lived here for 25 years and could spend another 100 and not explore it all.
In a week I will fly north of the Arctic Circle and go on a float trip hunting for moose and caribou.In a week we will probably not see another boat.
Our winters are not as cold as you would think.it rarely gets gets extremely cold any more.
