Is Reply to Thread Broken?

I "think" clicking "Reply to Thread" used to quote everything, maybe it never did, but if it did, it doesn't seem to work for me anymore. FWIW, both "Reply to Thread" and "Closed" seem to set "noquote=1".

If you want to quote you have to click reply with quote on the right-hand side
 
I thought the "+ Reply to Thread" buttons at both the top and bottom of the thread quoted all the replies in the thread, isn't that how it used to work? I really thought there was a way to do that short of individual "Reply With Quote" cut and pasted together.

If you want to quote multiple replies you have to hit reply with quote then use the +" button to add the other quoted replies.
