Is this a good sharpener?

Is this a good sharpener for maintaining good cutting edges and not causing damage to the knife itself?

Nothing wrong with that type. It can be as good as any portable/pocket sharpener, for general maintenance and touch-up jobs. The main idea behind the tapered rod is for sharpening serrations, but it can be used just like any other rod-type sharpener (ceramic rods, chef's steels, etc.). As with any of these, using very light pressure is very important. The small contact area between rod and edge will focus pressure, and the diamond will be more aggressive as a result. Most of these types are best-used for quick touch-ups of utility/working/no-frills edges.

Found this video demonstrating a handful of Lansky's 'quick' sharpening tools. Please IGNORE the portion demo'ing the carbide pull-through. The latter portion of the video demonstrates the use of the Rat-tail sharpener you've linked, showing how it's used for serrations and also for straight edges. Very basic demo, but it gets the idea across.

Like David said , that's a great sharpener for serrations and general touch-ups. I really like the ceramic dog-bone sharpeners Lansky makes for pocket carry as well.. I toss the rubber end caps and use the whole stone , on straight edge and serrations as well.
