Is this a hamon line?

Not too knowledgeable about axes, please don't beat me up ;)

Was experimenting with a 2 lbs or so small hatchet (Øyo, Norwegian make) and refining its edge and this line developed as I reached the finer grits, more or less equally on both sides of the edge. I don't think its caused my abrasives. Is it really the separation between hardened and softer backing steel, or some other phenomenon?

i think you found your way to the bladesteel, if it had a hamon, it'd be about 1/4 the way up the blade at least
 
Typical temper line. It just shows the depth of the quench.

Ok. I take it this means it'll be softer behind this area? It's a modern axe and it haven't been sharpened much. There's limits to how much material I've pulled off of it in the years I've had it.

Does that axe brand say OVO? like the owl's face thing?

Its "The Oeyo (Øyo) Brothers of Norway". Est 1882. All kinds of blade tools as well as hammers, crowbars and so forth. In the medium price range nationally and mostly fairly okay to good/high quality.

With such implements, you need the soft backing, otherwise it would shatter upon impact. It's normal. There's years of service left on this tool, if you don't go overboard, sharpening it more than necessary in fact.
