Is this a safe assumption?

Let us assume there are two different brands of knives that have the same blade steel such as D2. Is it reasonable to assume that the blade steel is identical? I'm not speaking about edge or sharpness, that can be made the same. If the answer is no what to do?

Yes and no.

There's minor variables in the material that can't be helped, and even if both factories follow the same heat treat protocol there's gonna be minor differences. But the most major difference is gonna be blade geometry, two knives in the same steel from two different brands can vary a lot just because of that.

No.

Not all companies use the same "d2". Some use equivalents.

Heat treat/tempering can vary wildly, making for completely different performance in chippyness, corrosion resistance etc

Put Dozier d2 against (input random foreign company) and there will most certainly be a noticeable difference.

Depending on the knife and who made it, it might not actually be D2 at all.

Not every knife marked or advertised as D2 is D2.

The best way to get quality D2 is to buy from a reputable company.
