Is this a scam?

A quick question for you guys...

I just purchased a spiffy new computer and along with it I thought I would get the 2003 version of Frontpage so I can update my website (yeah yeah I know I know why don't I learn html blah blah :) ). Anyway I went to ebay and had a look and it seems the price for the CD is running around 70 dollars or thereabouts. However there are several people selling "links" that supposedly will have Microsoft shipping you a copy of Frontpage usually for around 12.00 (to the person selling the link) with a shipping fee from Microsoft. My question... what's the catch? Am I getting ripped off? Is Microsoft? All of the above? None of the above? I've always lived by the rule if it's too good to be true...
 
Hmmm upon reflection the thought occurs to me that following dubious links and putting in credit card information (they mention Microsoft's handling fees) isn't exactlty the best idea in the world... maybe I've answered this one myself... :)
 
You can also look almost anywhere and get any sort of software at dirt cheap prices if you don't mind not having it registered and don't mind stealing it. The distinction between knocking off a liquor store with a shotgun and taking software without paying for it seems to be a large one for much of our population. To me it is subtle; at least the liquor store owner has a legitimate chance to protect himself. Not that your particular "scam" question is identical --- but does it smell legitimate? If not, it probably ain't.

PS, there are plenty of great tools to do WYSIWYG html editing out there, even for free and you don't have to restrict yourself to a site supporting frontpage extensions.
 
Those links, where Microsoft sends the software, are probably for product CDs. No license or product key is included.
