The embossing looks too "clean"...not like the "handwritten" look that Kelly did on purpose. Also, no ridges in the eye. Is it really Kelly Hand Made?
The other question I have is about the 2 tiny ledges at the bottom of the eye. They are very uniformed -- seem to be in exactly the same places on opposite sides and exactly the same size. Is this manufactured? If so, why? Is it somehow functional on these tiny hewing hatchets?

Nah, that looks authentic. It's just from a different period of production. Another example here.

The ledges are from someone hammering on the underside of the lugs when trying to remove the head from an old handle.

True Temper didn't always use ridged eyes. Those were a relatively late development in the company's history. It's just a thing that, when present, tends to indicate that the piece is a True Temper.
