Is this normal for 14c28b?

I got a civivi qubit and the only way I could get it to take a decent edge was edge trailing strokes on a medium grit waterstone. Is it normal for 14c to not seem very sharp with edge leading strokes and course stones? Also I noticed on higher grit stones that it would cut receipt paper but the edge seemed to have no bite. I realize this is to some extent normal on a polishing stone but I can go edge trailing on nitro v to 12000 grit and the edge will sink right into anything you run it over. It's just strange to me but 12c27 seems similar so it's probably normal.
 
no, its not normal. 14c28n is one of my favorite steels for EDC knives. I have a qubit as well, and it has quickly become one of my all time favorites. The first thing I did was knock the edge back to under 10 DPS. it sharpened up wonderfully and the only time I ever do edge trailing strokes, is stropping.

I carried that knife for over a month straight when I got it and it punches way above its price.
 
Own a qubit as well as a number of other 14c28n knives and only speaking for myself, but that hasn't been my experience with the steel. For me it's taken a nice polish but can keep a good amount of bite, enough to slice through a paper towel. I sharpened my qubit on resin bonded diamond stones (venev up to F1200) and it kept its bite, but I've sharpened my other 14c28n knives on japanese water stones (naniwa pro up to 5000grit) and those kept their bite as well. Used both edge leading and trailing strokes freehand fwiw. Love the steel.
 
My bad, I had to grind the burned steel off. I thought I got it when I reprofiled to 17 degrees but it took my 80 grit silicon carbide stone to get all the burned steel. I finished on a 5000 grit shapton pro then stropped on 1 micron diamond paste. It sinks right on in to anything.
