Is this normal?

Hi, here is a scrapavore that I have never used. I have sharpened, stropped and put it in its sheath. It scratched the first time I put it in its sheath. But if you look at the pictures, areas have almost chipped off. Again, it has never been used. So is it normal for the coating to come off this easy and in this manner?
