Is this sharpener proper for my knife?

only if you want ruin the edge. will it sharpen it? yes. should you use a drag through sharpener? no...lansky does have better options

That's a ceramic one, so it wont destroy the edge. But no, that isn't a great idea, since who knows what the included angle is, what grit, etc. Not to mention if you ever need to re bevel, it's useless. That thing is for if you are stuck somewhere, and just want to touch up the edge.

Not as bad as a carbide scraper but still won't do a very good job, or even one I'd consider acceptable. Look in my profile under the threads I've started, I have one about pull through sharpeners with pic's, its not pretty. For something that will work look at DMT.

Get a Syderco Sharpmaker instead. It's easy to use and much better for your knife.

Would this keychain sharpener be enough to properly sharpen my Spyderco Delica 4 ?

As others have mentioned, it's a ceramic, so it won't damage the blade.

However, that sharpener only has one angle and one set of ceramics. If your Delica edge is not ground at the same angle as the sharpener, the sharpener won't be removing steel at the edge. It will not function as a sharpener until you remove enough steel to match angles. This can be a time consuming process if the sharpener rods are fine. And if they are coarse enough to rebevel the edge in a reasonable amount of time, they will leave a coarse final edge on your blade. You are also stuck with that one angle and you don't know what it is.

This really is designed as an emergency sharpener. I'd get something better for everyday use.
