Is this what the Kabar 1217 is supposed to look like?

pretty much like mine sort of........yours is a bit worse than the 2 i have but mine werent too far off from that. not great sharpening at the factory and obtuse uneven edges and thick tip.
 
The knives are hand ground so the final result is a little different with each knife. A little thick won't hurt anything. With a little file work and/or sand paper, you can get it any thickness you want.
 
I had a BK9 come to me with a poor tip and grind once kinda similar to what you’ve got.

I sent it back and was sent another that was great.

You’ve got a couple options....return it for a replacement, grind it yourself to what you’d like, or just use it as is.

Ka-Bar is a great company but due to high volume sometimes this type of thing can slip through the cracks.

At the end of the day, it’s your knife. If you’re not happy I’d return it and get an example you will be satisfied with.
 
I got one in January, and the tip on mine is thin and even.

For the price, I dont think it's a big deal to touch up the edge. However, I'm sure Kabar would take care of you if it's a big issue.

I will say, I really like the knife. I'd love to see a plain edge version with a stacked leather handle.
 
On the one I used to have(gave it to a knifeless buddy) the edge was crazy obtuse and uneven, this was a 1990's made one. Even the main blade grind was off one side to the other. The swedge was flawless and sharp enough under the coating to cut well. I do kind of miss it.
