Is this worth hafting?

I have this little axe head that I was going to haft for my wife to carve with, but I’m not sure it’s worth it.
I put in in some vinegar to see how far back the hardened steel goes, seems like not far... was this axe just ground way down? The eye seems proportionately small... let me know what you experts think.

It looks like it might be a hatchet or camp axe .I can't tell by the photos but if you could find a farm store and match it.I used to put rigging axe handles in a few for people who felt it fit there needs .It looks worth a good clean up to me.WB
