I don't have a recommendation for you, but I have a pretty good kitchen knife set (not matching and bought one at a time) from a maker who sells on the Kitchen Knives for Sale section of the KnifeMaker's Market subforum on this site. I'd pick your favorite and message them and see if they can make you what you want.

Your high HRC requirement limits your options on sets, it’s also going to cost you more.
