Its me or Harder steels take a finer edge than softer steels in coarser stones?

I have a shapton glass 500 and 2000 and a 1 micron strop
I have been sharpening my mora basic and my Victorinox multitool.
And the mora which I think is harder did slice paper away easier than the multitool Victorinox.
I have been trying to replicate the performance of my mora and I have been without success.

Both are able to push cut. However, one can push cut a lot easier

Even if the Mora is heat treated to a harder Rockwell number you should be able to get them both to the same initial sharpness.
How long that sharpness remains will be dependent on Rc and geometry.
 
Those steels are both soft though.

You'll have to rule out Edge geometry before coming to conclusions about heat treatment and hardness.
