IXL Sailor's Knife by George Wostenholm England

I am going to move this over to the "folksy" forum, where some of my buddies might know.
 
I believe that knife dates from around the time of WWI or shortly thereafter. If it was government issue for military use it will be stamped with the broad arrow a.k.a 'crowsfoot'. The handle scales were made from a hard synthetic material called Bexoid. I hope that helps.
