Levines 4th+ has Jackson as a maker 1899 to 1914, Jackson Knife and shear Co. Nice find.

Yes it was a great $3 find at a garage sale, the man said it belonged to his father and had been in a drawer for the last 20 some years since he passed and he was ready to let someone else enjoy it.

Golly. I can't believe someone would let go of an heirloom like that for $3. Perhaps that gentleman had some issues with his departed dad.
