anybody have any idea how to restore the angles of blunt japanese knives such as yanagi-ba bocho ,,,,please give me hint,,,

Lay the blade flat on one side on a table, raise the spine till the edge touches the table(this only works if you don't use micro bevels), that's the angle you need to sharpen at, there are many systems that will work to sharpen it like a spyderco sharpmaker, or benchstones.
