It's rolled up tatami mats used for "tameshigiri" or "practice cutting."
Robert can correct me if I'm wrong, but I believe they're called "wara"
tatami is just a mat made of rice straw, then rolled as you see in the pics and used for cutting tests and practice.
I understand that occasionally, a dowel rod of some sort is placed inside to simulate the added stress of cutting through bone.

(Feel FREE to correct me if I'm wrong, Eastern stuff is NOT my forte!)

Ken,

I know less than you but I did see the wooden dowel you mentioned in some of the mats. The guy cutting was a little upset when he failed to complete a cut only to find there was a dowel in the roll.

There were size one, two and three rolls. All were soaked in water too. They made it look easy but thats always the way when you have the proper skill, form and training.
