Maybe a fake wallet type back pocket sheath would work... The puukko is so old, some things can't really be improved upon.

That would be a great carry system for a JKM-1!!!!
On the other hand A.G. Russell has a great little paring/woodsman knife that is available
with just such a flat sheath that I have been looking at for a long while, but like so many other things that are either cheap or very reasonable one I have yet too purchase.
Stopped too look in the Christmas 2004 catalog and found it. It is called the A.G. Russell "Woodswalker" and also can be had with a kydex scabbard for wear as a neck knife.
The knife with leather sheath that fits in a back pocket goes for
$19.95 and the knife with kydex scabbard is $24.95, the knives alone are $9.95 and the kydex sheath as they are calling it is $15.00 alone. So for $35.00 plus shipping you can have a dual carry system that is perfect for bird and trout as well as emergency self defense use.
The little 2-1/4" bladed paring knife for $9.95 would make great cheap but very useful Christmas gifts for all the ladies in your lives. They're AUS-8 Stainless @ 57-59 Rc!
Sorry didn't mean to get off on a tangent but I love these little knives, don't know why I haven't got any yet.
Back to the subject at hand.

The same rig could be made for the JKM-1 but most people like me would have to farm the kydex scabbard out to a person with some experience working it.
What do y'all think about a JKM-1 as a neck knife? Would the handle be too thick you think?
Of course all knife modifications would have to be done first and you would be pretty much locked in with what you had done as any future mods might render the scabbard unusable.

To keep the handle slabs from cracking, I've been using forehead grease.
Actually forehead, nose, ear, or any fresh body oil are excellent preservatives for all natural materials such as horn. After all animal horns and hooves are somewhat preserved by the animals own natural oils anyway.
