This knife is basically Junk, but it'll probably cut stuff if you sharpen it.
The exact same knives have been imported by various companies since the 80's and are still offered by Frost Cutlery today.
This was probably made in Pakistan, and possibly Japan or China.

If you google search frost cutlery bear claw you'll see knives just like it.

generically, it is a Buck 110 knockoff. The Buck 110 is the single most widely copied knife design. Almost every knife company has made one at one time or another. This particular one does not appear particularly well made and the term "Pakistan" springs to my mind.
