I recently picked up a Foliage Green KA-BAR 1211 It came with the 1216 nylon sheath. I have a Dogshead 1317 gifted to me by @OFFICIAL_KA-BAR. I wanted to see if the 1317 would fit the standard sheath.
The sheath itself relies on two nylon ears to hold the 1211 in place.
So the 1317 does fit the sheath but the guard is to short to engage the retention ears. So if you want retention you definitely want to use the strap around the handle. When in the sheath there is very little play but it will fall out when turned upside down.
