Anyone seen one of these before? This was my grandfather's, and I'm trying to get a feel for potential function, or if I should simply keep it since it was his...

It's fairly light - the blade is a bit over 1/8" thick.

What's the best way to clean / revitalize the leather handle?

I have had one for around 8 years. Nice light backpacking hatchet. Convex edge cuts pretty well choke up, ulu like.
Woke up after a night of drinking and the cat knocked over a half full beer/clamato glass during the night, the acidity took all the finish off and funked the leather some.
Washed it well, let dry and took a fine wire brush to it.
Then about 5 coats of sno-seal with a hair dryer in between coats.

I do this to all my stacked leather and works really well, can't soak blood/water if the cells are filled with wax. Makes it look good too.
