Kelly axe and tool co 32 F.S double bit

Picked this up today at the flea market. It's marked fs and the weight is marked 31 which seems odd to me. What do u guys think? Any info would be great!

3 1/4 pounds. Not that common a size but not unusual either. F.S. federal service I think. Its a Kelly, probably before True Temper.
Pounds on axes are marked in quarter weights. Three one, three two, three three, four, four one ect.
