Kelly Hand Made Double Bit ID

It's a Michigan pattern, pre 50's, and the bits look pretty full.
It appears to be a full sized 3.5lb or so, but pictures can be deceiving.
I personally wouldn't give $80, it's worth having and I'd love to own it but not that badly.
