Kenmore oven vent

We have an electric Kenmore 790.93009310 oven. Noticed today that the left rear burner has about a 2" hole that goes straight down to the oven...you can see right through to the oven compartment. Does anyone know if this is normal? It seems like a lot of heat is being lost through this hole.
 
Right you are. I just never saw a vent like that on an oven...we have had infrared cooktops in the past which obviously has no vent on top.

Is that normal to vent heat out of a heating oven in a passive manner? Seems counterintuitive to me but maybe that's so too much pressure won't build up inside.
 
I have a second hand oven with plastic grate in the middle of the stove. I haven't ever looked to see if it goes all the way through. I am assuming if they put it there it has reason. IDK beyond that.
