Today for 15$ I bought a kershaw starter because I wanted a beater knife, and I like kershaws. What can you tell me about the kershaw starter in terms of durability and usability? I was thinking of buying the fatback but I liked the metal handle and blade style of this one. Also, how do I make the liner lock slightly shorter so it locks easier and more secure?

Picked one up a few years ago just for fun, for a very low cost knife I guess it's ok. My recommendation would always be save another $15 and get an Ontario Rat which is far superior in every way to the Starter. I believe the Starter has 3CR (or something similar) steel which is just bad. I bought it as a beater like you did but realized that for me a beater still needs to be decent enough to use as a beater knife (if that makes sense), and after a few cardboard cuts with 3CR it's time to sharpen. Just didn't work for me. Kershaw's mid range knives are great but their sub $20 knives (aside from the Shuffle, which is awesome) are pretty poor these days.

Honestly? I handled one for about 10 seconds and immediately moved on to the next choice. I wanted a few beaters for glove compartment knives. The Starter felt terrible, weighed way too much for what it is and had a horrid steel. I wound up buying 2 other Kershaws. The Injection and the CQC-6K.
For a regular "beater" though? I completely agree with Seneca18.
Get an Ontario RAT. or even a Utilitac II.

Oh, and regarding the lockup. If it is locking and not slipping, leave it be!
If it is slipping or there is any blade play. Send it in to Kershaw. KAI has excellent customer service they will do you right.

It is what it is. A knife you buy when starting out collecting or using. Hence the name.
Really though. You need no ones approval. If you like it, then keep it and be happy with it.
Get what you like, and to hell with the rest of us knife snobs ;)
