khukuri - help with identification/quality

Hello - I recently purchased a khukuri dagger - the seller didn't know anything about it, so I'm trying to find out if anyone can tell me anything about it - particularly whether it's any good!

Firstly, it's not sharpened - is that a bad sign, ie does that mean it's just a 'show kukri'?

The blade is about 8.5inches and has a sort of 'scrollwork' on one side, including the word INDIA [in roman letters]:

The handle appears to be wood & metal:

and it came in a leather-sheath:

I'd be most grateful if anyone could tell me anything about this item and particularly its quality - I'm still a 'knife-neophyte'. Thanks, B.
