What do you mean it doesn't work? The discoloration may be the way it dried I had something like that happen to mine I got worried about but it dried out
 
You can use some medium-grit silicon carbide drywall sanding screen on a piece of flat glass or stone as a cheap flattening plate.
 
It sounds like it needs to be lapped... and yes, you can use coarse sandpaper.
 
I soak 2 nminutes before use. One time i permasoaked for 15 days. It stopped working after that.

It's not going to just stop working because it was in water. I have stones that have been in water for over 5 years with no ill effect, Kings included.
 
Hmmm, I wonder if the steels its being used on is part of the problem.

To the OP, have you tried it on a couple of different knives with different steels?
 
Finishing stones like that king 6k only enhance a sharp edge from a previous grit. Also they load fast and glaze if not used properly.
 
I've had mine discolor slightly from being soaked in bleach water for a long time.

I'd be thinking it got contaminated with oil.
