Can't say about the new drive, but I find that I need high speed (90-100%)for the scotchbrite belts and for hogging/profiling and rarely go below 30% when finishing.
When you raise the max rpm, you also raise the min rpm. I imagine, though, that the min rpm will still be within acceptable speeds even with the larger wheel...so, it should be a benefit.
And Yes, increased speed equals mess-ups. So, only go full-turkey when you can afford a mistake.
