For the price it is what it is. I think it looks similar to Persian Style knives with the upswept blade etc.
 
the blade looks like a copy a puma skinner. you can find vintage puma's on ebay for around $100. i do not know about the quality of the modern ones, but i have owned vintage examples and the quality is very good. i would charge about $275 for something like that, damascus would be an additional charge.
 
Lots of stuff on that site with very low grinds, won't make very good cutters, but depends what you're after. If you find a maker within your price range, be sure to discuss how you would use the knife in actual practice to get the right geometry etc.
