I know these threads are posted all the time but I found it difficult to find one meeting these needs: a non locking folder - under or exactly at 2.5 inches.

Please note, it CAN NOT be over 2.5 inches, or locking!

Blade steel does not matter nor does handle material. Just needs a pocket clip.

Check out a spyderco urban wharncliffe. I think the blade is right at 2.5" also it's a slip joint style that doesn't lock
 
Check out CRKT. I think their Mah #5 is pretty close, though the blad may need a tiny bit or grinding to get length below 2.5. Otherwise, I second the slipit knives from Spyderco. Also, the Boker Plus Nano.
 
boker makes a few nice non locking knives when you browse for them look for the number 42 in the description. 42 is a designation that boker uses it means its a slip joint knife and meets Germanys 1 hand opening non locking knife law. the subcom 42 and the nano42 are nice knives.
 
Spyderco Urban is EXACTLY 2.5" in either the green G-10 leaf blade or the orange wharncliffe blade. If you want to be certain not to exceed size Spyderco Squeak is a slip joint with a 2" blade.
 
My vote is for the Spyderco Pingo blade length 2.35 weighs 1.9oz
