Knife making question

When you see example: Fallkniven Knife done by Bark River Knife and Tool

why wouldn't Fallkniven Knife make there own ?

Knife companies have always re-badged and contracted knives and knife parts. Especially smaller companies that want to branch out their lines but have limited production capabilities of their own. And many knife brands are just exactly that, brands, not manufacturers.
