I know you are looking for someone who can do it professionally, but in most cases fixing up a traditional (to a useable state) is not difficult. Cleaning the guts, loosening and oiling the pivots, de-rusting the liners and blades, tightening the pivots (if lots of play), sharpening the blades, and restoring the scales (usually just cleaning and treating with oil) is about all there is to it unless there are serious problems to be addressed. Some sandpaper, toothpicks, Q-tips, sewing machine oil, gas duster, metal polish, a whet stone, and mineral oil will git 'er done.
Or were you thinking of a full restoration to an almost-new condition? If so, try posting in the "service wanted" subforum and see if any craftsmen bite:
