Knife restoration

My search-fu is weak. I have searched the forum for a knife restoration specialist, and the only one I found has been banned.

Can anyone help me out here? The knife in question is an old Schrade whittler that has seen better days. It needs some handle and blade work. The knife will be a user.

All help appreciated.
