I think they messed up. There was no Ti Police model but there was a Ti Military with some 3D CNC work. It had lines radiating out from a point near the pivot and was rounded a little instead of a flat Ti slab and it was anodized purple.

I would say that the design, extremely close tolerances, and overwhelming popularity on all the production knives is higher than any other to the people that award that particular acheivement. When you have a good formula and stick to it, it pays off.
