I see some knive has art decoration on blade look nice and strong
but I don't know how to make it (see the picture)

A black coating and beadblast is what it looks like, it could be done by coating the blade with something that stops the black from sticking or it could be coated black and then bead blasted or if your cheap just get a can of black spray paint.

I have no idea how you do the tiger stripe coating that Strider puts on their knives. You might get some better info by posting your question on the Knifemakers' questions and answers forum.
