know anything about this toothpick? how do i clean up the blade?

my uncle gave me this toothpick, i know nothing about it. there are no chinese stamps, or brand names on it, so i have no idea what comany made it. it looks like it was sharpened with a file or something, it is really scratched up. i was wondering what i could to to remove the scratches, and make it a little nicer looking. is it even worth working on? thanks for any info.

Wet Dry sandpaper. Start with a med./fine and go to as fine as you want to get the finish you desire. One way is to lay the paper on a flat surface or a thin pad and draw the blade from the guard to the tip towards you. Don't start with a coarse paper as you will add scratches. As you remove scratches progress to a finer grit. It looks as though you have four surfaces to work on. After removing the surfaces scratches you can also use scotch brite for a nice looking finish. Take your time and enjoy the results. Good luck,
 
Looks to be Indian in manufacture. Most likely a tourist piece, or made for the inexpensive export market. :)
