Laminated steel bends easy

Hi everyone,
I'm a novice knife maker and I've recently started using laminated steels like, stainless clad carbon core as well as multilayer Damascus clad carbon core.

What I'm finding is, I can bend the steel easily with my hands and it holds that shape, mono steel does not.

Is this normal?
 
Most cladding is soft, there are some with harder cladding. It all depends on what the maker is using. I’m not a fan of ultra soft cladding.

Is this heat treated?
Cladding with non-hardenable metals will allow the soft outside to bend and the thin hardened core to flex without breaking. Any more than a slight bend may remain and need to be bent back.
 
That’s normal especially if the core is shallow hardening steel and the clad is stainless or something like wrought iron... Only the the thin cross-section around the edge will harden and you basically have over 80% soft structures.
