Leather handle refinish

I have an old solingen steel fxd blad that was my fathers since he was a kid. From age and use the leather handle had come loose.

Several years ago I glued it back together and cleaned it up real nice, I put some kind of finish on it I don't recall I believe it was tungoil. The finish is now starting to come off so I need to sand it off and refinish it.

What would be the recomended, most "permanent" finish (I don't like doing things more than twice, although it seems to happen more often than not) to put on this.

I once found a knife that had been laying outdoors for many years - exposed to sun, rain, etc. The stacked leather handle was dried up, cracked, and loose from shrinkage. I soaked the leather in Neatsfoot oil, not really knowing what I was 'supposed' to do.

Here is the knife today. The Neatsfoot treatment was at least 25 years ago, and I've never done anything else to it since:

Mine looks very similar except it has a red band in the center and a brass bolster. It has the left profile of a mans head and says othello solingen.

The leather is in better condition then the one pictured and I do like a little gloss to a stacked leather handle.
 
I use to make wood pens over 10 yrs ago and used a thin CA glue. I am considering that but was hoping maybe there was something better by now.
